The Secretary of State in exercise of the powers conferred on him by section 2(2) of the European Communities Act 19721 being a Minister designated2 for the purposes of that section in relation to the common agricultural policy of the European Community, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
