The Secretary of State, in exercise of the powers conferred on him by sections 1(1), 16(9), 17(1) and (6), 47(1), (2), (3) and (4), 49(5), 51A and paragraphs 1(b), 2(d), 3, 7 and 10 of Schedule 1 to the Building Act 19841 and of all other powers enabling him in that behalf, hereby makes the following Regulations:
