The Secretary of State for Transport, in exercise of the powers conferred by sections 75 and 102 of, and paragraphs 4 and 6 of Part III of Schedule 13 to, the Civil Aviation Act 19821 and of all other powers enabling him in that behalf, hereby makes the following Regulations:
