The local housing authority shall, not later than 11th March 1997, send a notice in writing to each person from whom they have received an application to which article 5 applies.

A notice under paragraph (1) shall state—
a
that the application is one to which section 102(4) of the 1996 Act applies;
b
that the local housing authority are no longer required to approve the application; and
c
that approval of the application is a matter for the discretion of the local housing authority.

The local housing authority shall send with the notice under paragraph (1)—
a
a copy of section 102 of the 1996 Act,
b
a copy of this Order, and
c
a summary of the general effect of that section and this Order.
