The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by section 2(3)(b) of the Housing Grants, Construction and Regeneration Act 19961 and of all other powers enabling them in that behalf, hereby make the following Order—
