The Secretary of State for Wales, in exercise of the powers conferred upon him by sections 140(4), 143(1) and (2) and 146(6) of, and paragraphs 1, 2(2) and 6A(1) of Schedule 9 to, the Local Government Finance Act 19881, and section 26(3) of the Welsh Language Act 19932 and of all other powers enabling him in that behalf, hereby makes the following Regulations:
