1. These Regulations may be cited as the Motor Vehicles (Driving Licences) (Amendment) Regulations 1996 and shall come into force on 1st January 1997.
2.—(1) Regulation 70 of the Motor Vehicles (Driving Licences) Regulations 1996(4) shall be amended in accordance with paragraphs (2) and (3) below.
(2) In paragraph (6)—
(a)the word “and” after the definitions of “old category” and “class included in an old category” shall be omitted; and
(b)after the definition of “new category”, there shall be inserted—
“and “section 19 permit” means a permit granted under section 19 of the Transport Act 1985”
(5).
(3) In the table at the end of the regulation, for the entry beginning “D, limited to vehicles not driven for hire or reward” there shall be substituted—
“D, limited to vehicles not driven for hire or reward | Vehicles in category D which are either driven while being used in accordance with a section 19 permit or, if not being so used, driven otherwise than for hire or reward”. |

These regulations amend regulation 70 of the Motor Vehicles (Driving Licences) Regulations 1996 which enacts transitional arrangements consequent upon the change in the classification of vehicles on 1st January 1997.
They extend the classes of vehicle which the holder of a licence authorising, on 31st December 1996, the driving of vehicles in category D otherwise than for hire or reward may drive. From 1st January 1997 the classes include vehicles in category D which are driven under a permit granted under section 19 of the Transport Act 1985 (use of buses for purposes of educational, religious and other bodies).
Subsection (2) was amended by the Road Traffic (Driver Licensing and Information Systems) Act 1989 (c. 22), Schedule 3, paragraph 14, by the Driving Licences (Community Driving Licence) Regulations 1990 (S.I. 1990/144) and the Driving Licences (Community Driving Licence) Regulations 1996 (S.I. 1996/1974).
