The Local Government (Wales) Act 1994 creates unitary authorities in Wales which will carry out the functions of the former district and county councils as from 1st April 1996.
This Order makes amendments to primary and subordinate legislation (including local legislation) in consequence of this. The amendments update references to the old local government structure in Wales so that they apply to the new structure. The amendments are mainly confined to situations where the general provision contained in section 17 of the 1994 Act (references to the old structure to be construed as references to the new structure) will not apply.
