Commencement of provisions

2.  The following provisions of the Act shall come into force on 1st April 1996:—

(a) paragraph 39 of Schedule 13; and

(b) in Schedule 14, the repeals of—

(i) section 111(1)(a), (b) and (d) of the Local Government (Scotland) Act 1973(1); and

(ii) section 9(6) of the Water (Scotland) Act 1980(2).
