The Secretary of State for Health, in exercise of the powers conferred on him by section 126(4) and (5) of the National Health Service Act 19771 and section 2(2) of, and paragraphs 4, 7(1)(a), 18, 19 and 20 of Schedule 2 to, the Health Authorities Act 19952, and of all other powers enabling him in that behalf, hereby makes the following Order:
