The following provisions of the 1997 Act shall come into force on 3rd September 1997 for the purpose of conferring on the Secretary of State the powers to make regulations:

• section 1(2) insofar as it relates to paragraphs 4 and 8 of Part I of Schedule 1

• section 4(9)

• section 11(5) and (6)

• section 12(6) and (7)

• section 13(3)

• section 14(2), (3) and (4)

• section 16(1) and (2)

• section 18

• section 19

• section 21(3)

• section 23(1), (2), (5) and (7).

The 1997 Act to the extent it is not already in force shall come into force on 6th October 1997.
