The Order declares the Europe Agreement establishing an Association between the European Communities and their Member States and the Republic of Estonia, signed on 12 June 1995, to be a Community Treaty as defined in section 1(2) of the European Communities Act 1972. The Agreement establishes an association with the objectives of providing an appropriate framework for political dialogue, further developing a free trade area between the Community and Estonia, promoting trade and harmonious economic relations, providing a basis for economic, financial, cultural and social co-operation and co-operation in the prevention of illegal activities as well as Community assistance, supporting Estonia’s efforts to develop its economy, providing an appropriate framework for Estonia’s gradual integration into the European Union and setting up institutions to make the association effective. The principal effect of declaring this Agreement to be a Community Treaty as so defined is to bring into play, in relation to it, the provisions of section 2 of the European Communities Act 1972 which provides for the implementation of treaties so specified.
