Whereas a draft of the following Order has been laid before Parliament and has been approved by a resolution of each House of Parliament in accordance with section 223(4) of the Merchant Shipping Act 19951:
Now, therefore, the Secretary of State for Transport, in exercise of the powers conferred by section 223(3) of the said Act of 1995, and of all other powers enabling him in that behalf, hereby makes the following Order:
