The Secretary of State, in exercise of the powers conferred on her by section 56(1) and (2) of the Finance Act 19731, with the consent of the Treasury, and of the powers conferred on her by section 128 of the Finance Act 19902, and of all other powers enabling her in that behalf, hereby makes the following Regulations:—
