The Secretary of State for Transport, the Secretary of State for Scotland and the Secretary of State for Wales acting jointly in exercise of the powers conferred on them by sections 64(1), (2), (3) and (5) and 67(3) of the Road Traffic Regulation Act 19841, after consultation with representative organisations in accordance with section 134(2) of that Act, hereby make the following Regulations:
