In exercise of the powers conferred on the Secretary of State by sections 244(2), 245(2), 246(2), 251, 252, 253, 257 and 569(4) and (5) of the Education Act 1996(1) the Secretary of State for Wales hereby makes the following Regulations:
1996 c. 56. For the application of sections 244 to 254 to Wales before the Schools Funding Council for Wales (which has yet not been estblished) begin to exercise their functions see section 249. Sections 244 to 258 apply to grant-maintained special schools and their governing bodies by virtue of regulation 23 of the Education (Grant-maintained Special School) Regulations 1994, S.I. 1994/653, as substituted by regulation 11 of the Education (Grant-maintained Special Schools) (Amendment) Regulations 1994, S.I. 1994/1231. For the meaning of “regulations” see section 579(1) of the 1996 Act.
