The Secretary of State for Education and Employment, in relation to regulations 2 and 3 of these Regulations and the Secretary of State for Social Security, in relation to the remainder of these Regulations, in exercise of the powers conferred on them by sections 4(5), 20(4) and (6), 35(1) and 36(1) to (3) of the Jobseekers Act 1995(1), sections 123(1)(a), 124(1)(e), 135(1), 137(1) and 175(1) and (3) of the Social Security Contributions and Benefits Act 1992(2), sections 24 and 30 of the Criminal Justice Act 1991(3), sections 5(1)(p), 15A(2)(a), 189 and 191 of the Social Security Administration Act 1992(4), sections 14(3), 97(5), 113 and 116(1) of, paragraphs 1 and 6 of Schedule 4 to and paragraph 6 of Schedule 8 to, the Local Government Finance Act 1992(5) and sections 21, 52(4) and 54(b) of the Child Support Act 1991(6), and of all other powers enabling each of them in that behalf, after agreement by the Social Security Advisory Committee that proposals in respect of regulations 2 to 7 of these Regulations should not be referred to it(7), and after consultation with the Council on Tribunals in respect of regulation 9(8), hereby make the following Regulations:

1995 c. 18; section 35(1) is an interpretation provision and is cited because of the meanings ascribed to the words “prescribed” and “regulations”.

1992 c. 4; section 124(1)(e) was inserted by the Jobseekers Act 1995 (c. 18), Schedule 2, paragraph 30(5). Section 137(1) is cited because of the meaning ascribed to the word “prescribed”.

1992 c. 5; section 191 is an interpretation provision and is cited because of the meaning ascribed to the word “prescribe”. Section 15A was inserted by the Social Security (Mortgage Interest Payments) Act 1992 (c. 33).
