The Secretary of State for Social Security, in exercise of the powers conferred by section 181(1) and (4) of, and paragraph 5(3C)(c) of Schedule 2 to, the Pension Schemes Act 1993M1, and of all other powers enabling her in that behalf, having consulted such persons as she considers appropriateM2, hereby makes the following Regulations:
