2. Any person who infringes the prohibition in Article 1 of Council Regulation (EC) No. 926/98 of 27th April 1998 concerning the reduction of certain economic relations with the Federation Republic of Yugoslavia(1) or the prohibition in Article 3 of that Regulation so far as it relates to Article 1 shall be guilty of an offence and may be arrested.
