The Secretary of State for the Environment, Transport and the Regions, after consulting the persons referred to in section 86(4) of the Merchant Shipping Act 19951, in exercise of the powers conferred by sections 85(1)(a) and (b), (3) and (7) and 86(1) and (2) of that Act2 and of all other powers enabling him in that behalf, hereby makes the following Regulations:
