Where the Commission considers it necessary for the appellant and his representative to be excluded from the proceedings or any part of them in order to secure that information is not disclosed contrary to the public interest, it must—

a

direct accordingly, and

b

hear the proceedings, or that part of it from which the appellant and his representative are excluded, in private.

The Commission may hear the proceedings or part of them in private for any other good reason.
