The Secretary of State, in exercise of powers conferred on him by sections 13(4)(g) and 190(1) of, and paragraph 1 of Schedule 1 to, the Local Government and Housing Act 19891, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
