The Secretary of State for Education and Employment, in exercise of the power conferred by section 178 of the Education Act 19961 and after consulting—
  1. (a)

    such associations of local authorities,

  2. (b)

    such bodies representing the interests of governors of voluntary schools, and

  3. (c)

    such organisations representing staff in schools required to be covered by schemes under section 103 of that Act

as appeared to be concerned, hereby makes the following Order:
