The Secretary of State for Health, as respects England and Wales, and the Secretary of State for Scotland, as respects Scotland, being Ministers designated1 for the purposes of section 2(2) of the European Communities Act 19722 in relation to measures relating to the employment of children and young persons, in exercise of the powers conferred by the said section 2(2) and of all other powers enabling them in that behalf, hereby make the following Regulations—
