The Social Security (New Deal Pilot) Regulations 1998

Now, therefore, the Secretary of State for Education and Employment, in relation to Parts I and II of the Regulations, and the Secretary of State for Social Security, in relation to Part III of the Regulations, in exercise of the powers conferred by sections 6(4), 12(4)(a) and (b), 19(2), (8)(b) and (10)(c), 20(4) and (6), 21, 29(1), (3) and (6)(a), 35(1)2 and 36(1) and (2) of, and paragraph 1(2)(b) of Schedule 1 to, the Jobseekers Act 1995 and sections 123(1), 136(5)(a) and (b), 137(1) and (2)(d) and 175(1), (3) and (4) of the Social Security Contributions and Benefits Act 19923 and of all other powers enabling each of them in that behalf, after consultation, in respect of provisions in these Regulations relating to housing benefit and council tax benefit, with organisations appearing to the Secretary of State for Social Security to be representative of the authorities concerned4 and after agreement by the Social Security Advisory Committee that proposals in respect of these Regulations should not be referred to it5, and whereas these Regulations are made with a view to ascertaining whether their provisions will, or will be likely to, encourage persons to obtain work or will, or will be likely to, facilitate the obtaining by persons of work, hereby make the following Regulations:
