Under section 110(6) of the School Standards and Framework Act 1998, the governing body of a school to which that section applies are required, as soon after “the relevant date” as is reasonably practicable, to take reasonable steps to secure that the parents of pupils of compulsory school age on the school register at that date, or admitted to the school after that date, sign a parental declaration in connection with the home–school agreement adopted by the governing body. They also have a discretion, after that date, to invite pupils to sign the declaration where the governing body are satisfied that those pupils have a sufficient understanding of the contents of the home–school agreement.
“The relevant date” is defined in section 110(10) of the 1998 Act as such date as the Secretary of State may by order appoint (or such later date as he may determine in the case of a particular school). This Order appoints 1st September 1999 as “the relevant date” for the purposes of section 110.
