These Regulations amend the Highly Flammable Liquids and Liquefied Petroleum Gases Regulations 1972 (S.I. 1972/917), the Dangerous Substances in Harbour Areas Regulations 1987 (S.I. 1987/37), the Carriage of Dangerous Goods by Rail Regulations 1996 (S.I. 1996/2089), the Carriage of Dangerous Goods (Classification, Packaging and Labelling) and Use of Transportable Pressure Receptacles Regulations 1996 (S.I. 1996/2092) and the Carriage of Dangerous Goods by Road Regulations 1996 (S.I. 1996/2095) to change the date for the application of certain provisions relating to tanks and transportable pressure receptacles from 1st January 1999 to 1st July 2001.
