2. For article 3 of the London Traffic Control System (Transfer) Order 1988(1) (which authorises the Common Council of the City of London to act as agent for the Secretary of State) there shall be substituted the following article—
3.—(1) For the purpose of securing the control, management, development and extension of the London traffic signal and control system, any London borough council may, on its own or jointly with other such councils, act as the agent of the Secretary of State in the control, management, development and extension of that system.
(2) In this article “London borough council” includes the Common Council.”
