2. The service specified for the purpose of section 63(3)(b) of the Broadcasting Act 1996 is that consisting of the transmission of telecommunication signals (as such expression is defined in section 114(6) of the Broadcasting Act 1990(1)) by means of which access to programmes or other information included in digital sound programme services or digital additional services is controlled so that only those persons who are authorised to receive such programmes and information do so.
