The Secretary of State for the Environment, Transport and the Regions, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by section 175(1A) of the Local Government Act 1972(1), and of all other powers enabling them in that behalf, hereby make the following Regulations:

1972 c. 70. Section 175(1A) is inserted by paragraph 27 of Schedule 11 to the Local Government and Housing Act 1989 (c. 42).
