In exercise of the powers conferred by sections 35(2) and 138(7) and (8) of, and paragraph 5 of Schedule 4, paragraphs 2, 3 and 5 of Schedule 8 and paragraph 1(5) of Schedule 12 to, the School Standards and Framework Act 19981 the Secretary of State for Education and Employment hereby makes the following Regulations:
