In exercise of the powers conferred on the Secretary of State by section 45(3) of, paragraph 6 of Schedule 3 to, and paragraph 2(2) of Schedule 4 to the School Inspections Act 19961 and section 144 of the School Standards and Framework Act 19982, the Secretary of State for Education and Employment hereby makes the following Regulations:
