8.—(1) If, in view of the total number of applications already accepted or received, the Assembly is at any time of the opinion that the financial resources which are available for payment of aid under these Regulations during any financial year are insufficient to satisfy any payment during that financial year which would result from the acceptance of any further application, it may suspend further consideration of any application received at the date of its decision but not yet accepted, or any application it may receive after the date of its decision but before the date of publication of a notice in the London Gazette in accordance with paragraph 3, until the start of the next financial year.
(2) No application shall be made in any financial year between the date of publication of a notice in the London Gazette in accordance with paragraph 3, and 1st April following such publication.
(3) Notice of a decision by the Assembly under paragraph (1) shall be published in the London Gazette.
