These Regulations consolidate the Merchant Shipping (Carriage of Cargoes) Regulations 1997 and the Merchant Shipping (Carriage of Cargoes) (Amendment) Regulations 1997, implementing Chapter VI of the International Convention for the Safety of Life at Sea 1974 (SOLAS) as amended. The Regulations also implement amendments adopted on 14th June 1996 by the Maritime Safety Committee of the International Maritime Organization at its 66th session by Resolution MSC.47(66).
The principal change is that the master and the terminal representation are required to agree a loading plan before bulk cargoes are loaded. The plan must be adhered to, and the master may stop loading if the permissible limits are or might be breached (regulation 10).
