1. A general heading covering the items comprising the LSB for the financial year in question. All expenditure within the LSB must be attributed by an authority to one of the following six categories—

1.2 Strategic Management
1.3 Specific Grants
1.4 Special Education
1.5 School Improvement
1.6 Access
