A prisoner may make a request or complaint to the governor or independent monitoring board relating to the prisoner’s imprisonment.

F2... The governor shall F3consider as soon as possible any requests and complaints that are made to him under paragraph (1).

A written request or complaint under paragraph (1) may be made in confidence.
