The Secretary of State for Scotland in consequence of the National Minimum Wage Act 19981 and of the National Minimum Wage Regulations 19992, in exercise of the powers conferred on him by section 47(2) of the National Minimum Wage Act 1998, hereby makes the following Regulations:
