The New Opportunities Fund is a distributor of funds derived from the National Lottery. It may make grants to fund or assist in funding projects, or make or enter into arrangements, which are designed to give effect to such initiatives concerned or connected with health, education and the environment as the Secretary of State may by order specify. This Order, in article 3, specifies three such initiatives, which apply throughout the UK–an initiative to improve the prevention, detection, diagnosis and treatment of cancer, the provision of palliative care for persons suffering from cancer, and the provision of support and information services associated with such care;an initiative to help communities to understand, improve and care for their environment; andan initiative to promote access to education for persons aged 16 or over, in particular through the development of information and communications technology for that purpose.
