Coming into force
The Secretary of State for Social Security, in exercise of the powers conferred on him by sections 13(1C), 189(1), (3) and (4) and 191 of the Social Security Administration Act 19921 and of all other powers enabling him in that behalf, by this instrument which contains only regulations made by virtue of section 69 of the Welfare Reform and Pensions Act 19992 and is made before the end of the period of six months beginning with the coming into force of that enactment3, hereby makes the following Regulations:—

These Regulations may be cited as the Social Security (National Insurance Number Information: Exemption) Regulations 2000 and shall come into force on 15th May 2000.

For the purposes of any regulation introduced by these Regulations, “the Administration Act” means the Social Security Administration Act 1992.
Amendment of the Child Benefit (General) Regulations2
In the Child Benefit (General) Regulations 19764, after regulation 17, insert the following regulation—
Disapplication of section 13(1A) of the Administration Act17A
Section 13(1A) of the Administration Act (requirement to state national insurance number) shall not apply to a claim for child benefit in respect of a child who is living with a voluntary organisation within the meaning of regulation 17 of these Regulations.
