a

to issue or authorise the issue of, in respect of the ship, an International Load Line Certificate, or

b

in the case of an annual survey required under regulation 8(1)(c), to endorse or authorise the endorsement of the International Load Line Certificate, the International Load Line Certificate (1966) or, as the case may be, the United Kingdom Load Line Certificate accordingly;

and a certificate issued or an endorsement made in accordance with such a request, and containing a statement that it has been so issued or made, shall have the same effect as if it had been issued by the Secretary of State or made by a surveyor respectively.
