Explanatory Note
(This note is not part of the Order)
Section 1 of the Superannuation Act 1972 (under which the Principal Civil Service Pension Scheme, the Civil Service Additional Voluntary Contribution Scheme and the Civil Service Compensation Scheme have been made) applies to employments and offices listed in Schedule 1 to that Act.
Article 2(a) of the Order adds the office of the Director of Passenger Rail Franchising to those listed in that schedule. The Office of the Director of Passenger Rail Franchising is created under section 1 of the Railways Act 1993. Under paragraph 3(a) of Schedule 1 to the Railways Act 1993 his remuneration is paid out of moneys provided by Parliament.
Article 2(b) of the Order adds to those listed in that Schedule the office of rent officer in respect of appointments made on or after 1st October 1999. The Administration of the Rent Officer Service (England) Order 1999 (S.I. 1999/2403) made under section 64B of the Rent Act 1977 (c. 42) came into force on 1st October 1999. It provides that the appointment, remuneration and administration of rent officers in England are to be functions of the Secretary of State for the Environment, Transport and the Regions rather than of local authorities.
Article 2(c) of the Order adds employment by Resource: The Council for Museums, Archives and Libraries (“Resource”) to those listed in that Schedule. Resource is a company limited by guarantee, incorporated on 30th November 1999. Resource is funded by grant-in-aid from the Department for Culture, Media and Sport.
