In the case of a local authority which has a mayor and council manager executive, the council manager has power to make arrangements under regulations 6 and 7 and to make arrangements under section 101(5) of the 1972 Act (arrangements for discharge of functions by local authorities) in accordance with regulation 11.

In deciding whether to make arrangements under regulation 6 or 7, or under section 101(5) of the 1972 Act in accordance with regulation 11, the council manager shall have regard to any advice given by the elected mayor.
