8.—[F1(1) An inmate may make a request or complaint to the governor or independent monitoring board relating to the inmate’s detention.]
(2) F2... The governor shall [F3consider as soon as possible any] requests and complaints that are made to him under paragraph (1).
(3) A written request or complaint under paragraph (1) may be made in confidence.
