The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred on him by sections 160(4), 161(2) and (3), 162(4), 163(7) and 215(2) of the Housing Act 19961, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
