Independent remuneration panels4

An independent remuneration panel may be established—

a

by a district, county or London borough council and shall exercise the functions specified in regulation 5 in respect of that authority;

b

jointly by any district, county or London borough council and shall exercise the functions specified in regulation 5 in respect of the authorities which established it, or

c

by the Association of London Government, and shall exercise the functions specified in regulation 5 in respect of any London borough councils.

An independent remuneration panel shall consist of at least three members none of whom may also be a member of a district, county or London borough council.

A person may not be a member of an independent remuneration panel if he is disqualified from being or becoming a member of a district, county or London borough council.

A district, county or London borough council may pay the expenses incurred by an independent remuneration panel established under paragraph (1)(a) or (b) in carrying out its functions and may pay the members of the panel such allowances or expenses as the district, county or London borough council for which it exercises functions may determine.

The Association of London Government may pay the expenses incurred by an independent remuneration panel established under paragraph (1)(c) in carrying out its functions and may pay the members of the panel such allowances or expenses as the Association of London Government may determine.
