The Secretary of State for Social Security, in exercise of powers conferred by sections 5(1)(i), 113(1)(b), 130(1), (2), (4)(a) and (b), 132(1), (2), (3)(a) and (b), 189(1), (3) and (4) and 191 of the Social Security Administration Act 19921 and of all other powers enabling him in that behalf, after agreement by the Social Security Advisory Committee that proposals to make the Regulations should not be referred to it2 and with the concurrence of the Commissioners of Inland Revenue in so far as these Regulations are made in exercise of powers requiring such concurrence3, hereby makes the following Regulations:
