These Regulations come into force on 1st September 2001. They authorise the Secretary of State to pay grant to specified further education institutions in respect of the provision of financial support to students in order to facilitate their access to, or continued attendance at, prescribed courses of higher education at such institutions (regulation 3). The payment of grant is dependent on the fulfilment of such further conditions as may be determined by the Secretary of State (regulation 4).
