In exercise of the powers conferred on the Secretary of State by sections 218(1)(a) and (2) and 232(5) of the Education Reform Act 19981 and having consulted the General Teaching Council for England in accordance with section 218(2AA) of that Act, the Secretary of State for Education and Skills hereby makes the following Regulations:
