The Secretary of State, in exercise of the powers conferred upon him by sections 19(5) and 67(2) of, and paragraph 2(8) of Schedule 14 to, the Data Protection Act 19981, and after consultation with the Information Commissioner2 in accordance with section 25(4)(b) of that Act, hereby makes the following Regulations:
