These Regulations apply to motor vehicles with at least four wheels (excluding quadricycles as defined in F1Article 3 of Regulation (EU) No 168/2013 of the European Parliament and of the Council on the approval and market surveillance of two- or three-wheel vehicles and quadricycles as it may be amended from time to time) which are within category M1 F2in Article 4(1)(a) of the Type Approval Regulation and which—
